Art Wall retired in 2005 from the Federal Communications Commission as Deputy Chief of the FCC Laboratory with over thirty-five years experience in radio regulatory issues, Electro-Magnetic Compatibility (EMC), EMC standards and conformity assessment. He authored and participated in the development of numerous mandatory and voluntary standards for low power transmitters and for controlling radio interference.

Mr. Wall was first Secretary and then Chairman for over 15 years of Subcommittee A dealing with instrumentation and measurement method for the International Special Committee on Radio Interference (IEC/CISPR), under the auspices of the International Electro-Technical Commission (IEC). He has participated in the volunteer standards making activities of the American National Standards Committee, C63TM, on Electromagnetic Compatibility for over thirty years, where he was instrumental in the development of many standards, including C63.4 for testing a variety of digital devices. Currently, he is Chairman of the Wireless Working Group facilitating in the development of test procedures for unlicensed wireless devices, ANSI C63.10.

He was instrumental in developing and overseeing several of the FCC equipment authorization programs, including the Telecommunication Certification Body (TCB) program, which essentially privatized the FCC certification program for a number of high risk telecom products.

Art was also the lead FCC negotiator for developing Mutual Recognition Agreements with the European Union, the Asian Pacific Economic Cooperation (APEC) and International Commission for Telecom (CITEL) of the Organization of American States (OAS).

Mr. Wall is a Fellow of the Institute of Electrical and Electronic Engineers (IEEE). He has a B.S.E.E. from the University of Maryland and a Master’s in Electro-Physics from George Washington University.
